## Blockers

1. **Derived-plan oracle arithmetic is internally false.** The declared import phases `19/19/19/19/4/38/19/0` total **137**, not 117. With the declared retract total of 65, the combined total is **202**, not 182. Reconcile the literal plans, phase counts, and aggregate count, and pin each plan's exact byte count and SHA-256 before approval. This is a deterministic-oracle and all-six-journals blocker.
2. **The baseline manifest is not yet closed.** The revision names artifact categories rather than the literal ordered path/size/line-count/SHA/base64 table, and permits a pre-execution capture to construct that table. That leaves the artifact universe and expected bytes unreviewed until execution. Require the complete checked-in literal manifest, including every path and raw JSONL expectation, plus its already-reviewed hard-coded count/SHA, as an approval precondition; no runtime capture may supply expected state.

## Checked dimensions

- The sole correction ID, canonical correction bytes, schema dispatch boundary, synthetic-only coverage rule, durable sole-mutator/readers-fail-closed rule, exact-suffix requirement, focused crash/replay/retract tests, and no-live tripwires are specified.
