## Summary
Pass-2 delta resolves every blocking Critic pass-1 contract and preserves the approved scope. The Architect's remaining MEDIUM/P2 request to name the risk-policy owner, artifact path/schema, and verifier is a legitimate implementation-handoff comment, but it does not warrant another planning revision because the revision already fixes the policy's executable behavior, identity, fail-closed behavior, digest, and verification cases.

- **History contract resolved:** revision sequencing step 1 selects a narrow immutable schema-1 admission rule, schema-2 typed manifest equality, append-only source-day reconciliation, and fail-closed disagreement without rewriting events or changing revision/epoch.

Requiring ITERATE would nevertheless be scope inflation under the pass-2 ratchet: Critic pass 1 required an executable formula/value/version/reason/dedupe contract, and revision 2 supplies it. The plan also fails closed when the policy artifact is missing, invalid, or ambiguous, persists its canonical JSON digest, prevents activation/delivery, and includes policy-digest-change verification. Those constraints prevent silent self-approval or policy drift while leaving ordinary implementation placement and ownership naming to the implementation handoff.

This comment should be closed before evaluator activation, as the Architect recommends, but it is not a missing behavior, safety boundary, or unresolved prior HIGH blocker. No novelty-justified blocker was exposed by the revision, so monotonicity and severity discipline favor `OKAY`, not `ITERATE`.
