# Task26 continuous lifecycle observer v6.3

## Append-only scope

V6.3 succeeds sealed v6.2 (`ca54d55c79edcd6e87eae90646191bab55943980dce21f3e8b647b9dd900fc69`). V6.2 remains immutable. Candidate, wheel, deployment, incident, authority, role-route, transition, delivery, disable, and cleanup validation are unchanged.

Recovery seal `00d44de03e8dde668da8058091751291b13457c8bd086917dfe85e42b3813df8` binds polling offset lower bound `629525117`. Customer remains enabled, bootstrap generation 6 `ACTIVE`, adaptive activation/delivery false, and delivery count zero.

## Timeout policy

Defaults remain:

- Stage: 1800 seconds
- Total: 21600 seconds

Explicit caps are:

- Stage: 21600 seconds
- Total: 21600 seconds

A six-hour customer wait therefore consumes at most the existing six-hour global deadline. Values above either cap fail closed. Transition validation and deadline accounting are unchanged.

The ready and event paths are fresh and absent. This command was not run:
