Plan completion means readiness for a bounded pilot handoff only. A future pilot still
requires:

1. production/provider preflight against the exact candidate;
2. explicit owner go/no-go;
3. one explicitly consenting customer;
4. private customer DM and customer-free owner/operator staff surfaces;
5. explicit owner approval and explicit send;
6. receipt plus customer-DM observation;
7. daily review and immediate fail-closed disable on any anomaly.

No automatic activation, delivery, expansion, or code release is authorized.
